Restricting repository creation in your instance
You can limit repository creation in organizations on your GitHub Enterprise Server appliance to organization owners only or to private repositories only.
Across all organizations on your GitHub Enterprise Server appliance, you can allow members to create public and private repositories, allow members to create private repositories only, restrict repository creation to organization owners, or allow owners to administer the setting on the organization level.

In the upper-right corner of any page, click .

In the left sidebar, click Business.

Under your business account's name, click Settings.

In the Business settings sidebar, click Member privileges.

Under "Repository creation", review the information about changing the setting. Optionally, to view the setting's current configuration for all organizations in the business before enforcing the setting, click View the current configuration on your organizations.

Under "Repository creation", use the drop-down menu and choose a policy.
